Counsel for survivors/other interested parties before the Royal Commission on Abuse in Care (ongoing)
Special adviser to the Inquiry into Operation Burnham (2018-2020), responsible with the assistance of David Johnstone for the conduct of a disclosure programme that resulted in public release of more than 400 previously classified documents.
Substantial inquiries/reviews with the Inspector-General of Intelligence and Security as Deputy Inspector-General (2014-2017) and 10 public reports, including:
- An inquiry into the NZSIS release of information concerning the former Leader of the Opposition, which found a failure of political neutrality and other errors by the NZSIS in conjunction with the Office of the Prime Minister;
- Inquiries into two aspects of intelligence collection by the GCSB, which each found that the relevant activity was not unlawful but identified a number of areas for reform. Both inquiries resulted in greater public information about the GCSB;
- An inquiry into the adequacy and candour of NZSIS applications for intrusive warrants, which found and reformed a range of inadequate practices; and
- Inquiries into NZSIS procedures for collecting and holding security clearance-related information, which found and reformed a range of unlawful and/or inadequate practices.
